You are holding the shopping, a kid in the seat, and someone has left a car “just for a minute” across your nose. Or a neighbour boxed you in under the block because they were grabbing a parcel. Being angry is fair. Moving their car, calling a tow yourself, or blocking them back is not.
The driver is often in the shop, at reception, or having a cigarette round the corner. Ask the cashier, security, the person with the pram. Sometimes it takes a minute.
Do not post the plate in the housing-estate group. Do not try to “look up the owner” either — as a private person you will not get that from CEPiK.
If an emergency vehicle cannot get out, if there has been a crash, if the car is actually putting someone at risk — 112. An ordinary blockage on an estate car park is usually municipal guard or site security, not an ambulance job.
The traffic rules ban stopping where you block an entrance, an exit, or access to a legally parked car. That is not permission to nudge their car yourself. Not even half a metre.
QR sticker on the glass? Scan it. Otherwise type the plate at driverlink.pl/kontakt-z-wlascicielem-po-numerze-rejestracyjnym. Keep it short: “You are blocking my exit at [address or shop]. I am by the car — please move it.”
No lectures, no threats, no photo of the plate. They get a notification if they added the vehicle. You will not see their number.
If they are not in the system, leave a note or report it. Waiting is infuriating. A DIY tow ends with damage and the problem on your side.
Photograph the scene if you later need the site manager or the guard. Public road, traffic zone, and private land all call different people — that is why it is security, municipal guard, or police, depending on where you are.
